The story reads:
BUFFALO, N.Y. (AP)—The Buffalo Sabres have signed restricted free agent forward Drew Stafford(notes) to a two-year deal.
So if anyone else had signed him as an RFA, the Sabres would have been owed compensation. He was still property of the Sabres. He would have to be a UFA to be ineligible.
