One rule was about changing goalie orders once a PNFHL game has started - which you can't do. The other rule is you are allowed to activate a player once a PNFHL game has started, if also the player being cut has not played yet.
The activation of Luongo clears both of those hurdles because neither he nor Bogosian had played yet, and he was never taken out of his #1 spot on Vancouver's default order which was last posted on Nov 8th, so he got the start.
If Dave had at some point bumped Luongo on a new post of goalies, Luongo would have shown up last on the default order, and Budaj would have got the start.
No revision of rules needed.
