Really sorry I asked the question. Seems like blame is similar to that of Federal Govt. Blame the Republicans (feel both sides of fence are at fault). But as I have not lived in CA for almost 20 years, what we are hearing out here is that the issues are state congress will not budge on state budget which includes free medical, free school, and instate tuition for illegal immigrants. Seems to me that citizens would want to rise up and tell congress that only those who are in state LEGALLY should receive benefits. But then who am I?
