I'm not aware of any such slush fund, Obama was pretty angry when he heard about the fly over.
Arnie's solution is to return the state to the services we had in 1999 in order to balance the budge. Not totally a bad idea but I didn't hear that included salaries. I guess that means all those welfare and undocumented people are going to have to provide for themselves. There might be hope for Arnie after all........nah, won't happen.
