Maybe they should just dispense wacky tobacky at the DMV right along with those blue parking placards - make it free with a doctor's note - the filthy rich taxpayers won't mind subsidizing one more righteous (hee hee) cause - just make sure it's available to illegals as well cause they were here first afterall
