I do not have a REC card (would like to get one) but replacing the internal battery may not be too difficult - will likely require some ability to de-solder / solder. You will need to take apart the REC module and look for a non-rechargeable battery - might be a lithium 3.0 or 3.6 volt wafer 'button' battery. The exact battery type may no longer be produced but there will be an alternate. You will have to check on the internet or with a battery supplier. For instance the internal battery in the T3000 is a 3.6 volt wafer battery Tadiran No. TL5186. Battery sellers advertise 2 replacements, the TL2450 and TL4986. If you investigate the physical sizes, the TL2450 is 2 mm larger in diameter and will not fit in the T3000. The TL4986 is the correct size.
Make sure the physical size of the replacement will fit.
I have not found any information regarding a 're-initialization' of the REC module. To select the REC module key sequence is:
SET MODE 76 RUN 1 RUN.
To delete all data from file 1 on the REC:
SET MODE 99 RUN +/- REC
As a safety measure, the system will ask "Sure"? Enter RUN to confirm.
If you know of anyone with an extra REC card, I would like to purchase it - even one not working.
