Looking at the pictures you've attached, I'm thinking those rub marks might actually disappear with time (and proper care, as you're doing).
The aloe you've been putting on raw spots will help. I've also heard of success with Vitamin E cream or oil to help fur or hair grow back, though it's not something I've had to try yet myself, and I'm not sure that it could be used over raw areas.
Something else I thought of.. in case you need to halter her, but don't have the sheepskin covers (they might be in the wash, or lost in the field!) is a padded halter.
We used one for a mare of ours, when she had to be haltered, who got a little too vigorous with her rubbing during fly season and rubbed a small patch of hair off of her nose. They're usually around $15 - $25 depending on where you get them, but they work great. Just make sure you get one with soft foam rubber on the nose as it's less likely to rub than something like padded suede.
