Paul is correct. Much of the time, especially this time of year, parasites are the culprit.
There are other things that can cause the same thing you're seeing. Egg laying problems jumps to mind for me. Other things like organ failure, bacterial or viral infection. So, as you can see its not as simple as pointing at a pale comb and knowing right off the bat what is causing it.
