You're right to be suspicious about why people would want to keep their hens from a much needed break. In the past few years studies were done on what affect forcing a hen to continue laying might have. They found that there was a higher than normal incidence of reproductive cancers when the hens were forced to continue laying.
I don't think people realize what laying takes out of a bird and just don't want to give up having their own eggs every day. Sort of the same way you suspect that by keeping rabbits bred full time is not good for the female.
