Sometimes it's their personality, but it sounds to me like she may be looking for more protein. Sometimes they pick on the others as a form of dominance, but sometimes they eat the feathers, and if she is pestering you, it makes me wonder. How high is the protein in their food? How much do they get and how cold is it by you. Also, are they old enough to moult? If they need more protein, you can feed them turkey feed, which is the highest protein (21%) I can get bagged by me- maybe you have something better by you. I live on an island, so I'm slightly limited.
