The only one that can make the choice is the person who sees him every day. If he were mine and not seeing that he is having difficulty in his day to day activities then I would probably take the same wait and see attitude. But, if he is being used for breeding I would be watching his progeny for the same thing occurring and remove him from the reproduction pool.
