I find, that sometimes, this happens to hens when their feathers moult in-anywhere on their body that is in other hens' reach. I think that the way the feathers 'sprout' out of the body make it an interesting thing to peck at, and when it bleeds-yummy. Mr. Rooster is such a good man, he doesn't even fret when he is getting eaten alive. He just wants to impress his ladies, now being their sole provider, and this is common behavior for roosters to exhibit.
This is a sub-version of canabalism. But really, it all comes down to what Big Red allows. I've had roosters in the past who will lose hackle, beard, muff, and tail feathers to hens-and sit there and take it like a man!
