As Leslie mentioned it is genetic or at least that's what they believe at this point. It appears that as long as the other parent does not carry the gene then the bird can be used for breeding. The apparent genetic form does not appear for four to six weeks after hatch, so if it wasn't seen before that its not surprising.
Now the fun part. You will have to keep an eye on that beak if you opt to keep it. It will need trimming from time to time to keep it under control. Probably once a month.
The bird will need a deep water and food dish so it can dive in deeper to grab food and drink. Sort of what Leslie is doing by tossing her chick in the whole feed bag.
