Just 21 weeks you better hit him with an ax. He is still very young. exchange rake with catching pole with a hook. catch his leg get him off balance, then push him down with firm hand on his back. hold him there until he submits to you. do that in front of the other birds always stand your ground. let him know who is boss. what breed is he? maybe you want to just keep one of the other roosters that is not as aggressive.as he gets older you will have to asert your dominance often.
