Our situation is probably a little different than most, our fenced chicken pen is within the 4 foot welded-wire fenced goat pasture. Haven't had a dog, or coyote, problem yet, but if/when we do, my plan is to put electric on the goat fence, low, and high.
Just as a mental exercise I once tried to figure out what it would cost me, in lost egg production, to replace a hen. I came up with 26 dollars, I think. If you hit a dog owner with that kind of cost per hen, they'd probably pay attention.
