You read correctly Katie. Welcome to The Easy. Most folks using cat litter buckets, or regular round plastic buckets, just lay them on their side after cutting off half the lid. Be sure to only cut half of the center portion of the lid and leave the rim so it attaches securely. Actually, I make the opening a little more than half so the hen can get in and out easily. If you use a round bucket, you also have to make provisions to keep it from rolling.
I also used wood boxes. Mine are 15 inches square with a 3" piece across the front to keep the hay in. I use cheap hay and it works well. I sit my nest boxes/buckets on the ground. I prefer the individual nests like these so they can be moved in the event of a broody hen. Just block the entry and move hen and all to a maternity pen away from the others.
