I am so sorry for your huge loss! First I would call your cooperative extension and find out if the state compensates you for the loss. It does not make up for the heart ache, but it could go into buying new birds. Virginia does this. Second, find out whose dogs they are, tell the owners and report the dogs. Do not, and I mean do not be talked out of reporting them. Actually, report the event anyway. Then, what we do here is to run strands of electric fence at four inches off the ground and fourteen inches off the ground as the only single way to keep raccoons out. Add some higher strands for dogs, and like Lew said, put heavier wire on the bottom. The dogs will be back, there is no doubt. Worst case scenario, you are in your right in most states, to shoot the dogs if they are in the process of attacking. I've never had to, but I would and I love dogs. I'm so sorry.
