this message is quite old, but thought I would share my trick for curling doll hair. I use metal knitting needles. Start at top of needle, hold an inch or so of rafia on side of needle and start wrapping rafia very tightly around needle, all the way done, secure at the bottom, put in a 250 degree oven for 30 minutes, let cool and gently remove from needle. This works very well with yarn and jute as well.
Hope this helps some crafters out there save a little money, doll hair can get expensive.
