THe only other reason becised budgie aggression is if one is sick and the other could catch the illness.
My Boss budgie, sleeps in a cage with tiels. He doesn't bother then, loves their company. I think, since he's older, he prefers calmer birds than the other budgies!
As a rule, separate cages are wise. However, as we all know, there are very sweet happy exceptions like Pierre and Sadie!
