Anders Hulden writes about this in his book "Det finske kungašventyret 1918". Prince Axel was listed as a possible candidate, but was never formally approached. There were lots of articles in Finnish newspapers mentioning his name. I remember I saw several documents about this in the National Archives in Oslo (the Norwegian minister sent reports to the FO, King Haakon read them all as he signed them "read"). I once asked Count Flemming if he had ever heard the question being discussed at home, but he had never heard about it.
