Is it allowed, though, for Order of the Seraphim to be awarded to other Monarchs/Heads of State?

: On the website of the Svenska Heraldiska
: Föreningen I stumbled over this sentence:
:
: "The last person to receive a charter
: of nobility was the explorer Sven Hedin who
: received his in 1902, more than a hundred
: years ago. And this will most likely be the
: last Swede ever. In 1974 the new
: constitution proclaimed that no person can
: be granted nobility nor receive the orders
: of the state. "
:
: My question goes about the marked part of
: the sentence. How do I have to understand
: it? Haven't Silvia Sommerlath and Lilian
: Craig been given Orders of State?
:
:
:
: Yes, an exception has been made for members
: of the Royal House, otherwise the King's
: three children would not have been allowed
: to receive any orders either.
: Just imagine the future with a Queen
: Victoria to be the head of the Order of the
: Seraphine, and not being a member of it
: herself...
: All this is of course a result of the long
: socialist government in the Republican
: Kingdom of Sweden...
