There was no such exception in the rules back in 1976, when Silvia Sommerlath recieved the Order of the Seraphim. Back then, no Swedish citizens could recieve it, and Silvia became a Swedish citizen when she became Queen. So how did they solve it? The King gave the Order to Ms Silvia Sommerlath the day before the wedding...
