Yes, an exception has been made for members of the Royal House, otherwise the King's three children would not have been allowed to receive any orders either.
Just imagine the future with a Queen Victoria to be the head of the Order of the Seraphine, and not being a member of it herself...
All this is of course a result of the long socialist government in the Republican Kingdom of Sweden...
