Well... good question. There is an Heraldic office at the Riksarkivet, the State Archives, but they genarally do Arms for Communes and such.
In the last century personal Arms have been made upon receipt of the Order of the Seraphim. For the Queen in 1976 and for Princess Lilian in 1994(?). So, if anything, Arms would have to be dependent on a grant of the Seraphim, and that we do't know yet.
