Could be because:
In Sweden the coastline is mostly in the Baltic Sea, and the north part of it freezes to ice every winter, so we really need big and strong ice-breakers.
Denmark and Norway have their coastline towards the Atlantic, where flows the Golf current and thus the ocean hardly ever freezes, so no need for these big ice-breakers.
