Dresscode mostly depends on what time of the day the wedding is held. Morning weddings - formal day-dress. Afternoon weddings - black or white tie
Afternoon weddings, with full gala, used to be the tradition in the UK too, though I don't know when they changed this tradition. Catholic services are usually in the morning, thus it's more rare to find tiara-weddings in those countries.
Scandinavian countries have kept the tradition of afternoon weddings, also for many 'common' people, and thus many weddings there (not only the royal ones) have black-tie or white-tie dresscodes.
