Well, dogs can run on the road even if they are on a leash, as long as he/she is not in your arms! There are so many distractions, and every dogowner knows it, and has to live with it.
And no, it is not a sign of being iresponsible, as it is a living, moving being, and you can't have it under control 100% of their time!
