You mean why she needed the Queen's consent to use the name for her children? Initially, Camilla asked permission in the Ministry for Ecclesiastical Affairs, who apparently thought it was a grey area question and hence advised her to seek the Queen's permission. Even if Camilla had received permission from the ministry, I think it would have been wise of her also to consult the Queen out of courtesy.
