That will require massive increases in its industrial output. 5) The most pollution efficient industries are in the US and West Europe. Pollution efficiency is the most meaningful standard. It is the amount of pollution per unit of output. Closing down industries in the west means moving them to the east, where pollution per unit is MORE than in the west. Same output, MORE pollution.
