The largest problem with single-issue decision points is that more times than not, they lead to making a decision that is either ignorant of other important factors or that does not care about the potential ramifications of those other factors. Getting what one desires at any cost far too often has a much more extreme cost that most imagine as attested to by far more real life examples in a single year than we can fathom.

Due process is only a small problem with your idea. What about insuring the consistency of these panels such that personal biases of the panelists do not lead to the creation of panels that lean entirely to one extreme or the other? Where is the protection from that?
