The US has very patiently, and over a period of years, done everything possible to work with allies, with the UN, and through diplomacy with Iran, to persuade Iran not to develop nukes. So far those efforts have been futile, and the war option must therefore remain on the table. If, by "drumbeat," Fallon means that the US has not promised Iran that, no matter what they do regarding nuclear armament, they are safe from any military action, then Fallon is right. Military options may become necessary to prevent a nuclear armed, volatile Iran. But that hardly constitutes what most people envision when they hear of a "drumbeat" for war.
