Depending on the calculus of intelligence, which is always prone to some error, I might favor a preemptive strike to prevent the incineration of NYC and DC. It is silly to use the John Kerry philosophy of "threaten war but don't carry through." If we see Iran as a serious threat, we must make them aware of the consequences. The admiral was hardly being specific. He spoke in generalities with which almost everyone would agree. War is a horrible thing, and great efforts should be made to avoid it.
