It's the reason why the Bill of Rights was necessary, and in particular, the Tenth Amendment, which supersedes the "general welfare" clause. If the general welfare clause were a catch-all, then there would be no need for the remainder of the Constitution. Obviously, that is not the case. It follows then, that the general welfare clause is indeed ambiguous, and needs clarification. Voila, tenth amendment. Just because some things are ambiguous, does not mean that everything is. If it were all ambiguity, then again, we would need no constitution, just judges who would impose their personal opinions. Some people cannot admit to ambiguity, others to clarity.
