It's exactly the opposite. Any ambiguity must, by default, be settled in favor of the states and the people.

The "general welfare" clause is not a catch-all empowerment of the federal government. The Tenth Amendment is precisely to address such ambiguities in the main body, and Amendments SUPERSEDE any prior clauses.
