This story resembles in some respects, recent incidents in which Arabs have drawn attention to themselves by (for example) placing cheese, wrapped in wires, in luggage, to resemble bombs as viewed on x-ray machines. When asked why they would put such a thing in their luggage, there was no logical answer. Some suspect that terrorists are conducting "dry runs" to see how far they can push the envelope. When they attract attention, their next step is to sue. If they win the suit, then they reduce the willingness of people to report suspicious activity. Congress is currently debating a law that would make you immune from lawsuits if you reasonably suspect an impending terrorist attack, and report it. Not all congressmen favor such immunity.

Before someone jumps on this, I should point out that the experts I referred to did not dispute that the ingredients found in the car were consistent with fireworks, but rather, that the amount, location, and discrepancies in the stories told by the students indicated something other than recreational fireworks were involved.
