2- Ramadi is just one area in a large country.
3- There are still huge failures and problems, such as:
Electricity is undependable, some are lucky to get six hours a day. If you can't afford a generator what can you do?
100+ people per DAY are still being killed.
Utilities, trash collection are minimal at best.
Iraqi government is ineffective.
Two million Iraqis have emigrated to other countries, and on and on . . .
