This is normally true, unless the probability of the assertion being true is far and away greater than the probability of it being untrue regardless of current evidence. Current evidence for extraterrestrial intelligence is nil right now, but probabilistic studies are highly indicative that we are not alone in this galaxy, much less the universe. Occam's razor must take probability into account.
