It is simply saying that one relies upon evidence more than one relies upon conjecture. Personally, I think that it is utterly reasonable to believe that the galaxy might be highly populated by technologically advanced beings. I find it disturbing that there appears to be at this time zero credible evidence for it. I will be amazed and disappointed if it turns out that we are indeed alone. But for now, I await evidence, and evidence alone.
