No. You are using the razor in the manner that fits with the logical fallacy of lack of evidence is evidence of lack.
Without any evidence, we cannot use the razor to draw that conclusion, especially with the likelihoods that probability provides us.
So, use of the razor leads to the conclusion that extra-terrestrial intelligent life probably exists, and that we have not observed it yet for whatever reason.
