To classify as a sexual predator, a person who is not truly a danger to small children (or other victims), is to dilute the seriousness of the charge. Unfortunately, under the present system, the law classifies a 17-year-old who has sex with a 15yo, the same as a 50-yo male who rapes a 3-yr-old, at least as far as regarding them both as sexual predators. The behavior of the 13-yr-olds do not support a charge of pedophilia or predatory molestation. "Unruly behavior," causing a disturbance, or serious personal offense are more appropriate charges and should be vigorously pressed. But to require them to register as sexual predators can only distract law authorities from the truly dangerous criminals in our midst. We must not trivialize genuine sexual predation by including juvenile delinquency among its behaviors.

In my opinion, charges of sexual harrassment and molestation should be considered very serious.
