What should be done is to poll the students and get their thoughts about this behavior and whether it's generally accepted, though if one student considers it sexual harassment that creates the quandary of should the majority trump a minority? In conclusion, I think the policy against "butt slapping" should remain since one's behind is usually considered off-limits for touching. If they want to do it out of school that's another matter and should be taken on as case-by-case.

There are several more parts to the story. If, as some students claim, "butt slapping" is accepted as a "greeting" and not meant as sexual harassment, then the charges and suspensions (one boy is permanently suspended and must be under his parent's supervision at all times) are inappropriate.
