In Missouri you need a headlight, a taillight, a rear reflector, an electric horn and DOT legal tires. The tires can not have the words "not for highway use" or anything like that and will not pass if that wording is ground off of the tire. If you go to your local Highway Patrol Headquarters, they will give you a copy of the section of the motor vehicle code that pertains to motorcycles.
