I've seen smokers as young as their early teens(11-12?), but that was many, many years ago.
Earlier this year, I had a sighting of several girls and a guy walking on the beach and smoking(my guess is they had to be around 14-15 years old), and without a doubt was my first young smoking sighting I've had in a few years. I'll note that I do have sightings of smokers from time to time who are in the 16-17 y/o range, but usually not younger than that.
I could only imagine how more frequently I'd get youth smoking sightings, if I lived in a rural area where the average smoking onset was at a younger age, and not a very urbanized area like Chicago. There was a good thread(sadly it isn't on the board anymore) on Smoking Ladies a few months back on exactly this topic, and I found it real interesting that some areas still do have a young smoking onset to this day.
