When I was working in the Middle East, I observed women smoking. I Egypt, they would smoke in public places like the plaza or restaurants. Also, in Egypt, women did not have to wear veils in public. It was said Egypt is the place other Arabs go for a vacation. In Saudi Arabia, when invited to someone's home, I occasionally observed women smoking. I am not aware of anything in Islam that forbids anyone, male or female, from smoking. Of course customs of modesty and civil deportment vary from place to place. One other thing - just because a woman is wearing a veil, it is not conclusive she is a moslem.
