Yes I had a friend who used to do this, she smoked strong cigarettes and would cut the filter if anyone gave her a light one. Bit of a tangent, but in the film This Years Love an actress tears off a bit of the tobacco filled end before lighting each one. Always struck me as odd, though I've heard the actress in question does it in real life.
