Hi Brittney,
Im glad that you brought this up. People are not allowed to poison animals, even if they are pests....especially kittens. I would recommend reporting the incident to a cruelty investigator with either the local Humane Society, animal control (city pound) and also the police (non-emergency #). The poison may also get injested by other animals that were not meant to either...such as dogs, cats, children etc.
