A complaint making system should introduced in every college, where all the juniors will be given forms in which they fill the names and ragging activities of their seniors in detail. A list of senior students who are indulging in ragging, even if it is mild form of ragging, should be prepared. A copy of this list [with names of those indulging in ragging] should be posted outside the college as well as on the webside. The outsiders should be legally permitted to enter hostels and colleges and drag out those [listed] students and kill them inside the campus. Outsiders should be given a reward of Rs 20,000 for killing each of the students whose names are listed. Once outsiders start daily killing senior students, soon the rest will be terrified and stop ragging. College administrations should provide iron rods, swords, knives, bicycle chains and, if possible, pistols to the outsiders whenever they come to kill seniors students. If usual weapons are not available, outsiders can break the skulls of senior students with iron rods. In fact, one powerful blow on the head of a senior student can break the skull and expose the brain inside causing instant death. All those who are working against ragging should take my suggestion and try to get a legislation passed incorporating the above "Effective Suggestion."

When it comes to curbing ragging college authorities, government and even police proved totally ineffective and impotent.
