Just my two cents... In Kerala we publish periodic college magazines with students' articles and raise potential problems to capture public attention. Political stronghold (Congress & Communists) on-campus acts as a parallel watchdog. Admission in Christian colleges are based on character, conduct and merit. So if you are a problem student, you never ever get a good certificate when you leave, never get a good reference check, and screw-up your career... It works...
