Any one who is involved in ragging should be strictly punished, and could even end up in his/her temination from the college. Ragging has become a menace these days, and most of these happen in the hostels, therefore they dont come to light. The juniors should never keep quite, if they are subjected to such inhumane treatment, but instead should report to the appropriate authorities(police complaint would be helpful many times, rather than complaining to the college authorities)
