If victims get together and form a support group, then they can have a stronger voice when dealing with authorities. The idea that if one went through abuse themselves they can abuse someone else is Unless of course, you like being "ragged". Still, you don't have the right to "rag" someone who does not want it. I don't think innocent fun should be condemned, but obviously this sort of fun is not innocent. Hazing incidents in fraternities in the US are punished.

I never heard the term "ragging" before, but now that I read about some incidents described in this web site I guess it is equivalent to "abuse" or even "assault" in some cases. It should definitely be punished, especially in cases where the victim feels they cannot continue their studies or - worse- that they have to commit suicide.
wrong. If someone abused you in your freshman year, you cannot do the same to others when you're a senior. You should report the incident and get help in overcoming its effects.
